Now melt the butter in a frying pan over medium heat. When the butter has dissolved, add the flour and stir until mixed well.

Now add the salt and continue to stir, seasoning the chilies until all the ingredients are mixed well and the mixture is slightly fluffy.

Stir continuously while adding water little by little, and make sure the mixture does not form lumps. Stir until the cheese is melted and mixed well. Reduce heat and add cream cheese and shredded cheddar cheese.
